Naturalized in California, what archiev?

If I shall find the naturalization papers of a man naturalized in California, what archiev do I have to go and look?

Another source might be ancestry.com, but there is a cost, unless you start a 14 day trial membership. I did that to see what I could find before I paid. It will also allow access to US census records up to 1940, birth and death records and some marriage records and military records.

I found the following for Karsten.  Niels O. Jacobsen was in the naturalization index for the District Court, Northern District of California. His record is in Volume 25, page 423.  I think that the record would be in the US Archives in San Francisco.
