Arkivalier Aalborg kobstad records complete? Army Soldiers as Census Takers?

Hi,

Can anyone tell me if the city of Aalborg street censuses are complete on Arkivalier?  I have an ancestor that lived at Priorgade 2 in Aalborg but i can't seem to find him in the 1906 and 1911 censuses for the street Priorgade.

Ironically he is listed as a census taker for the Rantzhausgade listing under
1906 Kobstad, Aalborg, Kobstadliste Budolfi sogn (Opslag 12). 

He was an army Oversergent and was also a census taker for the Rantzhausgade street? - L.G Petersen, Lauritz Gustav Pedersen

Does that seem to be correct?  Or am i reading this Kobstadliste incorrectly?  Could this be a list of army or police "beats"?

I've searched the surrounding streets to no avail.

Any insight would be greatly appreciated!
