In the Levying rolls for Ribe; 1802; K; Hovedrulle; 1; ; image 24 entry 31/23 the entry is crossed out. Why?

Would someone please take a look at the entry and provide me with the information that is additional? It indicates something occurred in Sep 1805 and the included notes in the Remarks column are needed.

It says something like:
"In Østeregasse with county passport guaranteed by ? Pedersen farmer in Høm."
People were not allowed to leave their home county without having a passport.
"Sess 1805" = Met with the draft board in 1805
"Free passport and county passport returned" (might be when he met with draft board i 1805).

Are there rules/regulations governing movement in and out of a Sogn and being listed on a Levy? If so, where might one read about the rules?
I found the following explanation about "amtpas".
It was issued by the county prefect to people enlisted in the county's levy rolls when those people wanted to leave the county.
In the past many different kinds of "passes" has existed. The main purpose was to keep control of where people where.
