My great-grandparents lived in the Kong sogn, Odense amt in 1800's. They became foster parents for two of their grandchildren born out of wedlock. (A granddaughter born 1877 & a grandson born 1882.) They left Denmark with the two children in 1885.
Were records kept on foster children or were children just taken in by a relative or someone willing to take them?

There are records of foster children, but maybe not for the time and place you want.

I can't find an online example of this for you to see, but what I found in Fredericia, 1888-1893, was the name of the child, quarterly expenses for the child, mother's name and her payments toward those costs.
I think that people who took in foster children received payments for their care, but I don't know if that is true in your case where grandchildren were taken in. Hopefully someone more knowledgeable will reply.

The first law concerning foster children came in 1888, which the protocols in Lisa's link clearly reflect.
Before that time it was the local authorities in the parish in connection with the family, who managed
that these children got a place to be taken care of.
In Køng sogn there does not seem to be any records about foster children for the actual period.
