Creation of the København Police Protocols?

 What I am wondering is what the procedure was for an individual wanting to purchased a legitimate steamship ticket and not be cheated?  

How were individuals who purchased tickets recorded/registered for emigration by the København police?   Did the person have to go to København?           I hope this makes sense.
